Access to Tutorrent Web Gui timeout

I used to be a client but let my subscription lapsed. Today I cam back and activated a bat box. I have been able to connect through WinSCP but only using the IP, not the web direction given. However, I am unable to see the Web GUI for Rutorrent. The connection times out. Why is this happening? I never had a problem before with the connection.
