Can't Change OwnCloud Upload Limit

I just installed OwnCloud and apparently I have an upload limit of 513 MB. So I went to the OwnCloud admin panel and instead of allowing me to edit the upload limit, it shows me this.

I am the only admin on OwnCloud. How can I increase the upload limit?
