Is 31 the max amount of active torrents allowed on the Bat Box? If it is, where is this stated on the order screen/TOS? If not, could this be changed via the config?

We don't limit the active torrents in any plan. This is a setting from your torrent client and has nothing to do with the seedbox plan.
Just change the settings to your liking.
However, bear in mind that if you have too many active torrents, this will cause a very high I/O to your disk resulting in slower speeds and slow seedbox / torrent client responsiveness up to the point of not loading anymore.
