Local Media

how can I access my local media so it can be added and streamed along with whats on my seedbox and my rclone mounts.

Hi!
You need to create a local plex server (with that local media) that will be linked to your plex account.
Then, you will be able to see this content at your plex account whenever the local plex server is online (powered on and daemon running).
Just be aware that if you have given access to another user at your plex account (that isn't connected to your router) and that user requests to stream something from your local plex server, you will be essentially uploading (streaming) to that user by using your ISP and not your local network.
